This is the situation we're in now—millions of abortions and the most poisonous, polarized debate in all of American political life . . . with no sign of an ending for either one. Little progress is being made. We could keep trying the same approach for decades more, with little hope of changing the numbers, the culture, or the contours of the legal debate. While we don't disregard the issues of the debate, we need a way forward, because it isn't working for any of us—not for our society, our politics, for mothers, for families, and certainly not for the unborn.
America needs a new direction. It's won't happen overnight, but it will happen, and it begins by fixing our broken adoption system. Not superficial changes on the margins, but a comprehensive, stem-to-stern overhaul of a system that is one of the most broken in the modern world, to lay the foundation for a national project of adoption. This is the beginning of America finding a new way and a new perspective on this issue. A more helpful way. A way to help childless parents have the family they always wanted. A way to see mothers through difficult times. A better way for us all to come together.
Modern Conservative announces the National Adoption Project, bringing new lives to children who need a family, hope to couples looking to love a child, and options for birth mothers in a difficult situation. As a part of the Project, we're drafting a plan for comprehensive adoption reform.
The plan includes . . .
• an expansion of the role of private agencies
• state coordination on the establishment of parental rights and standard practices
• new kinds of adoption support agencies and concepts, and new incentives for them
• changes in the way federal and state dollars are spent
• tax incentives for all parties involved in the process
• confidential intermediary networks
• numerous forms of help for birth mothers and adoptive parents
